  • Heaping ¼ teaspoon baking soda
  • Vegetable oil
  • 1½ tablespoons fresh minced ginger
  • ½ teaspoon crushed red pepper flakes
  • 3 cloves garlic, minced
  • 4 scallions, thinly sliced, white and green parts separated
